FACTS. - As part of a valley-wide sewer project, a sewer stub-in was installed near property that was later surveyed and subdivided
by Lincove. Still later, Basin State Bank financed construction, and construction began within the subdivision. The workers,
suppliers, and the Bank were not fully paid. The workers and suppliers filed notices of lien on time. PROCEEDINGS. - The lien claimants and the bank sued each other to determine the priorities of their claims. The district
court held that the Bank had priority over the lien claimants, and they appealed.
